Crisis management is often built around the assumption that crises are temporary: they emerge, escalate, and eventually give way to recovery and normality. But many serious crises do not follow this pattern. Climate change, antimicrobial resistance, famine, HIV/AIDS, and COVID-19 can persist for years or decades, continuing to cause harm even after the initial sense of urgency has faded. This creates challenges for crisis management systems, which must sustain political attention and coordination, adapt responses over time, and determine when a crisis has ended.
