Civil society actors working with irregular migrants encompass a wide range of organization, from charities and NGOs to community groups and advocacy bodies.

Across this landscape, a significant tension often exists between actors focused on providing basic resources and care, and those prioritizing political advocacy. This divide is particularly visible in contested migration spaces and resonates with critiques of humanitarianism as depoliticizing, seen in scholarship on the humanitarian border and humanitarian industry. 

Drawing on empirical research within a small civil sector supporting homeless migrants in Copenhagen, this paper starts from examining these tensions. It analyzes the discounting of care-oriented work as politically ineffectual, whhereas advocacy is framed as the only route to improve migrants’ rights and standing. I highlight how this framing mirrors a long-standing theoretical split in citizenship scholarship: between social and practice-based perspectives that conceptualize citizenship as embedded in everyday life, and thus ordinary, and those that see it as a political institution enacted through eventful, politically visible acts, such as claim-making, protest and insurgency. 

Building on the feminist scholarship on care and citizenship, I problematize this binary by foregrounding how care is central to the practice and making of citizenship. I offer a conception of citizenship that reconciles ordinary/social and activist/political perspectives on citizenship by highlighting that politically visible acts of citizenship inevitably develop through social relations of everyday care, however pre-political these may appear.
